1 1/2 year old male pomeranian isn't house broken

We just got a male pomeranian dog. He's about 1.5 years old and not fixed. The previous owners let him be outside quite a bit and apparently didn't mind when he went in their house.

We've had him about 2 weeks and we're just having so much trouble housebreaking him. We're crate training him, but he's even going in that more often than not!!

He has a great personality and he's really good other than the housebreaking issue, so we'd love to keep him, but we're afraid we can't tolerate this much longer if he doesn't start to learn!!

Any tips!? Please?
