3 month old Female Pom won't housebreak

My 3 month old Female Pom has quickly (within 2 nights) learned not to potty in her crate during the night. However, she is not at all understanding about going outside during the day. I'm trying to avoid using potty pads because I think it will be harder to get her to learn that eliminating in the house is not acceptable. She can pee outside after playtime and then I'll bring her in and she will pee just half an hour later with no signal at all. She just stops and pees -- no sniffing, no circles, nothing. Help please, or we won't be able to keep her!
