3 year old Poms still peeing and pooping in house.

I am at my wit's end with my dogs. I have 2 -3 year old poms and 1-1 year old chihuahua who constantly pee and poop in the house. They have all been worse since we got the chihuahua 3 months ago. It doesn't matter if they are outside for 2 minutes or 2 hours they still will come in and within 10-20 minutes pee or poop in the house if they are not constantly watched. What can I do? Do I really have to constantly crate them?
