3 Yr Old Pomeranian spins constantly to the right

Rex is a 3yr old rescue and I've had him for a year now. He constantly spins to the right--like Zoolander, he "can't hang a louie!" Big circles, small circles, indoors, outdoors--especially before going through a door or making a transition from hardwood floor to rug. He does, however, walk in a straight line with less spinning, if on a leash, which leads vet to believe this is behavioral and not neurological. He enjoys my lap, is calm and content in a bag, but put him down--and he just spins in an agitated fashion...not a happy one. Anyone out there with a remedy? I've tried correcting while on a leash, but hasn't worked. I've contemplated an "eye patch" or an elizabethan collar with left trimmed out so as to encourage him to go "left" to straighten things out a bit, but fear that will just freak him out. I'd appreciate any suggestions or explanations.

Our pom Rudy is 7 and spins to the right (only) ALL the time too! She has had surgery to fix her knees including twice on her right leg. The vet has concluded that her spinning habit throws way too much stress on that leg. She is happy and healthy, and other than spinning any time she's excited, has no other issues. We've just loved her the way she is, although having her knee problems has been rough for her. She will circle furniture, the entire back yard, the other dog, or nothing in particular. She's just a twirler! She's also smart,loyal, sweet and all-round great company.
