6 month and still not potty trained

Our 6 month old male pom which doesn't is potty trained. we have experience with a greatdane. the greatdane was so easy ot train, but right now, we thinking to give the pom away. he pees outside and inside in the crate, in his own bed, everywhere he goes, sleep plays he pees. this is definitly not normal for a dog to pee on his own sleeping place, but what should we do? We take him outside he made his business, we go back in the house he is running and peeing again.
we got him, he was 6 weeks old and it was a very bad breeder. the dog had two kind of worms and fleas.

this is his last chance, then my husband give him away. please help
