7month female pom won't potty train

My 7 month old pomeranian puppy refuses to potty train I have tried to crate train her and she won't go in there but i take her outside and she will not potty, I set her back in the crate awhile repeat the process and still she won't go outside. She will hold it as long as she has to until she can go anywhere in my house to relieve herself on the floor. I have tried to offer her a cookie for going outside to potty and she only gets that specific cookie if she goes out to potty, any form of positive re-inforcement training there is and nothing works she just refuses to go outside. I even tried using a potty pad for her outside and that wouldnt work she just seems to enjoy going in the house more and whats worse is she'll do it and when I find it she shows no remose for it when she's told "no" and "uh oh" she just continues on like she's fine. What else can I do?
