adopted a 1 year old pom-chewa does his business soon as he walks in the door

Is this dog stubborn or stupid? we put him out to do his business and it's like he holds it until the moment he walks in the house he lets loose! Even when we take him for a walk, he doesn't pee on the pole over the other dog scent. He is fixed male, pom - chewawa. He was passed along from house to house and kept outside I think, he did not learn potty. I have a female fixed 3 year old and she does her business outside in front of him, like she is trying to show him what to do but he won't go outside! We no sooner let him in and he goes on the carpet! We've tried a pad and put spray on it but he ignores it. we try to praise him if we can even get him to go out, but most of the time we are just rubbing his nose at the mess and telling him BAD and then putting him outside. it's not working!!! Any Suggestions? (besides "good luck with that" please)
