Bad Hair cut for our Pomeranian! help!

I recently took my 2 year old pomeranian to the groomer to get cleaned up. we only wanted her brushed out, bathed, and her top coat trimmed slightly. but when we got there to pick her up they had shaved her except for her head and tail! ive read articles that the hair could possibly not grow back and im really concerned cuz she did have a lovely coat before. Is there any way to know whether the coat will grow back or not? and how can i make it grow back nice and healthy?
