breeding a pom

I have had a female pom sense last Sunday she started her heat cycle a week ago yesterday wed. My male keeps trying to mount her but she tries to bite him and he gives up. They are both 3 and neither have ever been bread before. When should she be ready for him? Please help...

she is just playing hard to get, OR she doesn't like him, simple as that. just like humans. try her with another pomeranian.
