can a female pomeranian mate with a male german spitz ?

My male german spitz is 3 years old, while my female pom is one year and 3 months ....... She has come into heat for the 3rd time now ..... ( first time when she was 7 months and 2nd time when she was 11 months )...... My male weighs around 11kgs , while she weighs 7kgs ..... In short , he looks like a wolf and she like a little fox .....

I have 2 doubts :

1) Is it the right age to breed my female dog now or should I wait longer ?

2) Will there be any complications during delivery for my female pom if she mates with a german spitz ?
