Collapsed trachea?

My pom makes a coughing noise every time he eats or drinks like he is trying to cough up a hairball but there is nothing there. I read something about poms being prone to collapsed trachea, is this true? Is there something i can do to help him at home or should I just go straight to the vet to fix it?
