cracking defiance and ignoring commands

I have a pomeranian whos about 10 months almost a year old and he is defiant to everyone in the household. When we call him in from outside he sits and then continues on playing and running away from us when we go to bring him in. Also he has a habit of while we are inside he barks at each of us alot and has a high pitched bark he does to. How can we crack his defiant attitude and make him listen to our commands our other dogs dont have a problem listening to us. any help is appreciated.

The Leash Lockdown

When My five year old Pom decides to not listen to my husband and swipe my child's food and decide to try to rule the house, I attach a leash to her and either have it on my ankle or within reach. When she goes to charge do attempt annoying behavior she can't double the effect and make me lose status as ruler. I do this anytime she growls at anyone or barks or deliberately disobeys me. Having to follow me from room to room asserts household rules and makes my Pom ignore the cat and to listen.

My pom is now eight months and he does the exact same things. It can be so annoying when you really need him to listen. Once, he got out of the yard and then the whole disobedience and running away from me thing was just not cute because he could have very easily been hurt or killed. This seems to be quite a stubborn and bossy breed. I love him to death, but it is what he wants when he wants it.

I have since decided that I have no choice but to crack down on him. He is indeed improving, but you'll have to just decide to be that nagging parent. Because I feel like I am constantly fussing at him when I don't really want to but it is starting to pay off. Now, I give him no leway. I scold him EVERY time he does something that I don't like and praise him when he follows through and listens. At first, it felt like a waste of my time, because he was still just doing him. But lately, he has slowly become more and more obedient. Stopping and not running away when I tell him to stop, dropping things that he should not have, responding to his name, discontinuing a behavior when I say "no". Little by little, one day at a time.

My Pom/Sheltie can be really stubborn also. I try not to spank her but once in a while I give her a little swat and tell her, you need to come when I call you. It helps for a little while but she is stubborn a lot.

I hope to read the responses on this one..because one of my dogs (part Pom) sometimes does the same thing when he is called to come in from outside. He is a perfect dog otherwise.
