Help for Pomeranian Coughing

I have a pomeranian that is 10 1/2. Ever since he was born he always slept on his back at night. 2 years ago he developed a cough but was still able to function pretty well. Local vet thought it was Heart condition. Went to a specialist in ohio, said it was not the heart and recommended to see other specialist within the hospital. Saw an alergist, had a couple of high scores but apparently nothing to be concerned with. Went to internist said was colapsing trachea so had the stint replaced in most of trachea but after 3 weeks was told needs another stint for the rest of trachea. Now after about 3 weeks again, has the cough; really bad at night. Have to sedate him to try and get him some rest.

He responds well with oxygen at the hospital. already spent around 10,000 dollars in the last year and still hasnt gotten to the bottom of his cough. He has been on antibiotics. He is still on steroids, theophylline, thyroid, and a few anti cough and sedation medicines. need some help. it has been long enough. was told it is genetics. something has changed drastically for him the last 2 years. now that the collapsing trachea is not the direct answer, what else could be the case? emphysema? asthma? PLEASE HELP US ALL!!!!
