Housebreaking an Older Pomeranian

My husband had this dog for almost 4 years now and he is NOT housebroken. He works long hours and since noone was here to let the dog out he just used the floor. My husband placed papers on the bedroom floor for him to use. I am home all day with the dog and he still uses the inside of our home as his toilet. He won't even ask to go outside. My husband will not make him go out in the winter, he says a poms feet are so tender they will get frostbitten. What can I do? I am so frustrated with having to clean after him everyday and the smell in our home.
