Is it normal for my 2 month old prom to growl at me when I don't let him do or have something?

When my family and I are eating our breakfast, lunch, or dinner, and our 2 month old pom comes up to each of us and is begging for the food, we just ignore him. He then growls and runs off. And he has growled snappy barked at me, when I have told him to not to do something. Is this normal puppy behavior? Or am I doing the right thing in saying NO! to him when he does it.Showing I don't approve of the behavior. So far he has done it 3 times in the 4 weeks we have had him.
