Is it safe to mate a female pomeranian and a male spitz ?

Hi .. I have 2 dogs at home .. One is a male german spitz , 3 years old ... The other is a female pomeranian which is 1 year and 3 months old ..... The female has already completed 2 heat cycles ( the 1st one her the 7th month and the 2nd one on the 11th month ) .... She has come into season for the 3rd time now .......

I have 2 questions :

1) is it be safe to breed her now ?

2) My male pomeranian is much taller ( both length-wise and breadth-wise ) when compared to my female dog and he has a long snout also , while the female has a short stunted nose .... In short , he looks more like a wolf , while she looks like a small fox . He weighs 11 kgs and she 7 kgs .... What I am worried is that if they mate , will my female dog have any complications or problems during delivery ?
