Lethargic pomeranian

I bought my pom about one and a half months ago, and I noticed she is very timid and unenergetic. I read that her breed is usually a bundle of energy, but my dog just lays around all day until I get home. My BF is home when I'm at work, but she doesn't seem to take a liking to him. Another thing I have observed is that her tail is flat most of the time, and it only curls when she is wagging it. Getting her potty trained seems to be another problem, she used to use the puppy pads when we first got her, but now she just pees on the carpet. On top of that I seems to be unable to catch her interest when I try to engage in play with her. She is a very picky eater so it's hard to give her treats she will actually eat. Any advice from pomeranian owners?
