i have a 3 month old pom and he never wags his tail for me but with my dad its a different story,he loves him!! he jumps on him, licks him and wags his tail like crazy..=/
My pomeranian does the same thing with me and my husband. She shows most of her effection towards me and appears to be more comfortable when I'm around. When my husband comes home, she hides under the bed until, I come home from work. I noticed that I also pay much more attention to her then he does though, you should try playing with her, bathing and grooming her to form that bond with her.

Haha. I thought the same thing about my pom at first. But it seemd like he just didn't wag it for anyone. But as his tail grew, I could see it better and it also seems that he wags it more. It takes a while for poms to really form a bond and they do also play favorites and will be drawn to a particular person. Good luck, hang in there and try to strengthen your bond... But don't let him have his way all of the time because then he will just walk all over you.

It's kind of funny. My Pomeranian did the same. She would go crazy for others, wagging, but not for me. But, her tail was wagging - I just couldn't see it. Sounds weird, but I couldn't because her tail was so short and when she stood up on me I couldn't tell that it was wagging! Now that it is longer I see it go crazy all the time for me. Don't be worried. Your puppy will learn who it's master is, you have to form that bond with him or her. It takes a little time.
