my pom is a year old and will not curl its tail

all three of my poms curl their tails all the time my 1 year old does not is this normal? thank you

Pomeranians curl their tail as a sign of being proud, my little baily didnt for a while but she finally after a year i guess did , i wouldnt worry i dont think
