New Pomeranian Scare of Us

We got a 4 month old female pom, in December for Christmas. She runs from us when we go to pick her up, and even if we just go from sitting to standing while she's in the room she will take off running and hide from us, and when we do chase her down to hold her she just shakes all over, she acts like she is totally afraid of us. We have a two year old male and he has never acted like this. Is it normal behavior for poms? And is it something she will hopefully outgrow because it is making it quite difficult to bond with her since we can never catch her without a chase.
We do sit on the floor at her level, and she will slowly come near us, we do give her treats when she comes to us hoping it will build her trust, and we do catch her and just hold and pet her, brush her, trying to get her used to us. what do we need to do to help her?
