Outdoor Poms?

I have 2 two-year-old poms that refuse to stay indoors. When they're brought in, they whine and cry and bark until time to go out again. They're housebroken, but have taken to urinating everywhere during their "tantrums". We live in Texas and it's way too hot during the summer in my opinion. My husband feels sorry for them (he's an outdoor nut too) and wants to put up one of those small sheds with a window heater/ac for them that regulates temp and that has the big 5 gallon water tanks.

Basically they'd have their own little castle in our back yard (which is fenced VERY WELL). I've always heard that poms must be indoor pets, but these guys would stay outside 24/7 if I'd let them. I'm really tired of fighting them every day and was wondering if it would be okay to just let them have their way and be 100% outdoor dogs with my husband's idea?

I mean, it's so bad now that sometimes I'm forced to carry their food and water to them at feeding time if they're chasing a squirrel!
