peeing pom

I have a 9 month old Japanese Chin/Pomeranian and she does not let me know when she has to go out. Most of the time she is really good about going to the bathroom outside but I also take her out every 2-4 hours. Now winter is a coming and I need some advice as far as how to train her to let me know when she has to go??? Can anyone help?

I remember when we were training our Pom/Sheltie we would really praise her when she used the bathroom, clapping and saying good girl. Mainly you just have to pay attention to them because my dog will keep looking at me and if I say, do you need to go out she will jump and run to the door and yelp. She knows what I mean when I say, do you need to go outside and potty? or something along those lines.
