Please help

I have a 1 1/2 year old male pom and he is still not housebroken I have tried everything he will poop and pee outside but he just can't catch on that that's the only place he is supposed to go I've tried potty pads but he just chews them up and I also have a 9 month old baby who is crawling and I don't want doggie mess where she is crawling please help any suggestions he is woooo stubborn

POTTY TRAIN

Have you tried given him a treat when he potties out side. I have a male pom 9 months old and that is how I trained him to go out side. Every time he went out side and did his business I praised him and gave him a treat , but his is food orientated.
