Pom repeatedly pees and poops around house after just being out

We have a 1.5 year old Pom, he's the sweetest dog. He loves our toddler, loves to be brushed and play with other dogs. He seems generally happy. He will sit,stay, only where he's comfortable. He doesn't like car rides, large objects like laundry baskets, cars, vacuums, carrying anything bigger than him. And often he barks at my husband - I think because my husband gets mad at him for peeing and pooping around the house. We will take him outside to do his business, he will, and when we come inside, if left alone, he will pee on the side of our bed poop in the same two spots or pee on the cat tree. Is he being spiteful? Can we fix this? Is he unhappy and we don't know it? How can we fix this? We tried umbilical training with hi, but I feel bad having him attached to me all day or locked in his crate. Please help!

Pom pooing in the house.

Get a cat litter box or a pee/poo pad at a local petsmart because I've done that with my 9 month puppy Pom toy and every time he pooed or pee'ed in the wrong spot I would take to the pee pad and tell him to go there. It took one month but now he knows where to poo and pee and that's on the pee and poo pad in the bathroom now.

Same problem with my 8 month old female pom. She will go outside and potty, yet often poops shortly after coming back inside. The same spot behind the couch. I blame myself for not being more consistent in training. I don't know what to do now...
