Yes this is common for many puppies. My pom didn't start talking until he was about four months. Now he is very vocal and tells me exactly how he feels about everything. He'll grow out of it, so enjoy it while it lasts!

I wouldn't worry about it. I have a 4 month old Pom and she didn't bark until around 3 months. Also, I have a 6 year old Bichon Frise. He did not make a sound until he was about 5 or 6 months! And, when he finally barked for the first time he scared himself silly!

I would say it is entirely not normal...they bark alot like all dogs do. But I suppose being quiet could be good for your neighbors. But I would get the dog checked out to see if something is wrong with the voicebox. A bark can be a good thing...like to warn you of trouble like a fire or an intruder.
