Pomeranian Grooming Questions

My Pom scratches a lot & has a lot of dandruff as well. He's 4 yrs old named Prince.
I heard fish oil is good for it.
Also how short can i cut/shave his fur?
I sort of want to leave his lions mane on, but it might interfere with his peripheral vision.
