Housebreaking older Pom  Is it possible to housebreak an older pom who was a breeder's dog and has not been neutered? He is 4 yrs old.

WHY DOES MY FREAKIN POMI PEE AND POO PURPOSLY INSIDE 4 TIMES A DAY?  Why does my Pomeranian pee and poo purposely inside 4 times a day? It has ruined the carpets. Please help.
