Pomeranian panting in winter

My 11 month old pom pants even in winter. Is this common or do you think she may have a collapsing trachea. She cough occasionally. I probably won't worry if I didn't know that collapsing trachea was a problem with poms. She doesn't do it daily but probably 5 times a week, for a few seconds at a time. She just keeps playing and doesn't seem bothered by it.
I have a 12 yr old cocker and he doesn't pant like she does or cough.
Should I worry more?
She doesn't pant as hard as she does in summer when it is hot. She just acts likes she's a little excited or real happy.
