Pomeranian Passing out with collapsed trachea

Is Collapased trachea life threatening, and what is the life expectancy of a dog with this disorder?

My 11 year old Pomeranian Ben has been diagnosed with collapsed trachea after a year of being treated for congestive heart failure. He is taken off his blood pressure medication and now on steroids. Is the new diagnosis as life threatening as the old one of congestive heart failure?
