Potty training a 16 year old pomeranian!

I am planning on adopting a 16 year old pomeranian who has spent
his entire life outside, and pees every time he is let in doors. Because of his age, and the fact that he is a male leg-lifter, I am concerned that I will be unable to train him to use potty pads or a litterbox. I need advice on whether or not using potty pads for him or a litter-box is even a possibility! Am I being unrealistic? What other options do I have? He is also not used to cats, and I have one 2 year old well-behaved cat living at home with me. The cat has not been around animals for almost his entire life. The pomeranian is currently living outside 24 hours a day, and is very used to peeing wherever and whenever he wants. I very much want to take him in, and spoil him for his last months or years. What can I do to ensure he lives happily with my cat, and does not destroy my apartment! Any advice is welcome and appreciated!
