I have two Pom's (Zoey 2yrs old / Teddy 3mths)When Zoey was 3 mnths it never failed, we would take her out and walk her around the yard, she wouldnt do anything then the minute you bring her in she would go on the floor. We stayed consistent in taking her out every half hr when we were home and now even tho she does not like going out when its hot, cold or rainy, but is made to go out, she pees on the side of the grass and is back in. Also, she now pees & poos in her best friends litter box when no one is home. My baby male, Teddy is learning not to squat on the bed and anywhere else he sees fit. I think he will learn real soon as she did tho, if I stay consistent. Good luck everyone!

Talk to your vet about having him neutered then use pee pads to keep him going off the floor when you dont take him outside. My male and female Pomms only go on pads, they have never been outdoor potty users, too many germs for these small dogs. THey get sick to easy and its costly to kill the parasites that can attack them in grass. Also eating of the grass is NOT good for them, contrary to what you may have heard ,good luck, God bless
