puppy pad training

We have two poms. One is five and is trained to go on pee pads. The other is 16 and has always gone outside. She now has some arthritic problems in her hind legs and her eyesight is not the best.

Our question is can she be trained to go on the pee pads at this age?
Or is it too late due to her age to try?

Any help would be appreciated. Thanks
