puppy pom will soil crate??? HELP

my puppy pom(5 months) is so scared to be in crate she will soil and pee in it almost instantly when i shut her in, she was a rescue and was covered in fecies and urine when we picked her up ? It's been a strugle to house train her she is doing better but not consistant. what do i do to help teach her that the crate is ok? i feed her in it and give treats when i take her out Ive even tried massage in the crate. I think she's been used to living in filth. I just want her to be happy and feel safe here when were not home... we also have a 2 year old pom thats helping her learn.
