Scared Rescue Pomeranian

My family and I are considering adopting a Pomeranian from a rescue shelter. It's almost a year old, and seems very scared. Although we can hold it, it backs away when we try to pet it. Will it be hard for this puppy to let us in?

SWEET DOGS

You never know how this little dog has been treated before going to this shelter. I would think was a lot of love and constant show of affection this little dog will come around. We have a Pom/Sheltie mix and she is timid at times and very sensitive but very loving. I hope you give the little dog a chance. I'll bet she'll come around. If she pulls away from petting someone has hit her is what I think.
