Sneezing and Vomiting in my Pom

My Pom often gets worked up and then will vomit-usually water. Or he will jump up from or off the sofa or bed to fast and then he will regurgitate. Then he will do this weird sneezing fit, where it is almost like he got some vomit in his nasal passage. It is very strange. Does anyone experience this with their dogs or Poms? Sammy has also had a floating knee cap, orthopedic surgeons wanted 1000-1200 for the surgery. Even after surgery it can happen again or to the other knee, so we decided against it. I keep his exercise to a minimum to and I have him on regulated diet-he is fit. Sammy has been honking/hacking for a few years. It is annoying and it sounds like he is coughing up a hairball or has an irritation in his throat but, I do not see him in pain. What is a pain is that sometimes he will hack up some liquid or clear phlegm-gross. And, also what is annoying is that he is spiteful and jealous when I am affectionate to my cat and Sammy will pee indoors even after a long walk or fun play session-friggin jerk! But I love him.
