Strange Behavior from our 16 year old Pomeranian

Our 16 year old Pom, Taz, has always had quirky personality since we adopted him last year. But here recently he's begun just lying under my bed and making strange noises that are almost, but not quite, as if he's growling - for hours. I'll coax him out and see if he needs water or to use the bathroom, which he usually doesn't because he does this specific little dance in front of me to catch my attention when he wants outside. We asked a previous owner who had owned Taz when he was much younger and said Taz had never done anything like that in the time he owned him.
Is this typical behavior in older Poms? Taz is the first Pomeranian we've ever owner and I'd appreciate any word of advice or pointing me to where I can catch a clue. Thank you.
