Tail bothering him

Hi we have a 2 year old Male Black and White Pom. Lately he seems bothered by the place where his tail touches his back. I have inspected his tail and back but I can't see anything or it seems not to bother him when I touch it. He reacts to his tail like he is getting a bite or something poked him. Thanks in Advance.

I have the same problem with my female who is 8 years old. With the biting of the spot where her tail lays and snapping at the kids if they are petting her in the morning its driving me crazy.
