There are a number of things that can cause a droopy tail from a simple sprain or inflammation at the base of the tail, to neurological/spinal problems, cold/dead tail, etc., even hypoglycemia.
Since there are so many possible causes, I'd get an eval at the dog's next vet checkup (sooner if the dog is showing any signs of pain).

My Pom has the same problem. She is still a very happy dog, but her tail droops. She doesn't seem arthritic. I hope someone out there has some more ideas.

Hi -
My mom's pom (15 years old) no longer wags her tail either. We believe it is due to her severe arthritis and some muscle damage. Perhaps this is a possibility in your Pom?
I would ask your vet about it at your next checkup.
