I have a year and a half pure bread pom and he doesn't wag his tail very often, only usually when he is really happy and cant get to what it is he wants.

I cannot answer your question, unfortunately...But my pom is 12-weeks and I don't recall seeing him wag his tail either. That is actually what answer I was searching for when I came here. Perhaps it is a breed trait?
