Terrified Pomeranian!

We just bought a 9 month old pomeranian girl and she's terrified of everything.
We got her from a lady who was a breeder and the county was making her get rid of the majority of her dogs. I suspect that they didnt socialize her much(if at all) outside their home and other poms. She's afraid of the leash and when I take her out she lies down and refuses to move. She's afraid of our shih tzu even though shes friendly and wants to be friends. So far she wont eat except a little bit of treats i gave her. She growls at one of our cats and hides from the other. Is this something she will grow out of? All our other dogs that weve had werent scared of anything. But this our first pom.
All she wants is to sit on our laps or chairs or in the darkest corner of our house.
Were not sure what to do. Can anyone help??

So I also have a rescue puppy. He was a puppy mill reject. The thing to remember with pupppies that weren't loved and cared for (like I'm sure you are now) is that they're spooky because they don't know. Andy (with lots of love, treats, and encouragement over 3 or 4 months) is largely normal now. Poms are really neurotic, so I don't know if "normal" is possible per se. He still spooks easy, but he is so incredibly loving. He's a year old now, and he gets along very well with our Weeranian who's a few months older.

We got him to eat efficiently by putting food out for Linus, our other dog, at the same time. We feed them Bil-Jack dry food. They're crazy about it. Both of them scarf it down (so we feed a little at a time, and make a game out of it.)

Grooming him was what built trust. (I'm still his favorite in our household.) He's still the easiest to groom of all our dogs. The thing is just to be patient, kind, and understanding. I'm pretty sure your dog will get used to being loved :)
