Trouble potty training my shy pomeranian

My Bella was good about using the potty pads (or the surrounding
throw rugs I put down for her) and would sometimes go #2 at the
dog park, and almost always #1. We have since moved to another state
and she doesn't get at all what she is supposed to do. I have had #1 and #2
all over the house. We now have a small backyard, so I keep taking her out
and telling her to go potty. Once in awhile I will get #1, but mostly
she goes #2 in the middle of the night when I cannot see her. She
rarely ever goes potty when someone can see her. I need help! My baby
needs to learn to go outside!
