why is my pom urinating in the house all the time

we have all hardwood floors in the house, two sets of doggie beds,and several throw down carpets different places. They keep urinating on all the carpet areas all the time.We leave them out twice in the morning, then when we get home around 3pm. Why would they be doing this and how often do poms need to urinate?
